Not as bad as everyone makes out in Tripoli at least. We ahve offices all over the place. No trouble with religion, theft etc. No drinking - officially! But ways and means...
Fair few Roman sites to visit, etc., so a bit to do on Fridays.
Dont know about the downturn but it probably doesnt apply.

the company I work for has a branch there since more than 30 years with some hundreds of employees. There are many projects in Libya.
Problem for us is more the lack of qualified persons than a lack of projects.
