I dont really know the details as to why you need a work permit to work in the UK, but I believe part of it is to cover you for insurance purposes, in the event of an industrial accident. Also to ensure that you are entitled to feree healthcare under the British National Health Service. The link below will give you more information.
Why isnt there a global standard? Good question; probably because of the diversity of countries and cultures throughout the world, but Im only guessing.
