This sort of completion scramble is nothing new and it is not a planning problem but a management one.
There has to be a controlled flow of work and one method is to use a "permit to work" system where in each room a completing trades work is inspected before the next trade is allowed in.
If you have a fully detailed bottom up programme then the planner can assist the work flow records by a daily update on progress of each trade in each room.
If there are multi task - multi location bars then the planner is no use at all.
