"Different % progress norms"- can you just explain this?
As per my experience, it will differ from project to project& based on the contract.
If you are just concentrating on the Engineering part of the EPC (which is now EPIC ,for your info) the progress % will depend upon the number of disciplines and there deliverables and the respective manhours.
If you are going to the Procurement part ,then you can calculate the norms based on the issue of mr..its review...issue of po etc..........
If you are going into construction , then you can calculate the progress based in the actual work done..

I agree with Anshad.
The best you can get is the different percentage and from this information you can have your own statistics.
the bottom line is project specifics.
