The only FAST and FACT computer programs that I have ever hear of were mainframe computer programs owned by the Fluor Corporation back in the 1970s. Fluor Analytic Scheduling Technique (FAST) and Fluor Analytic Cost Technique (FACT) are proprietary software and cannot be run on a PC. Was that what you were referring to?
