Check your Project Preferences under the Calculations tab. If you are entering Actual Units manually you need to make sure that the "Recalculate Actual Units and Costs when the duration % changes" is unchecked.

actual units and level of efforts does work in P3e. There should be a mistake.
Some questions:
- LoE has no fixed duration, because its duration depends from other activities, so either fixed units or fixed untis/time - but this doesnt produce your situation.
- Did you create correct relationships (SS then FF)?
- Did a resource report actuals as well - via Timesheets?
