When you say Global Preferences do you mean the Defaults tab on the Projects screen? Is the increment set at 10 or some other number? Are you certain that the new Activity ID you expect to see is not already used? If you have more than one project open, are you grouping by Project or WBS?
I recall having some trouble with this several years ago but it was with multiple projects open using an earlier version than V5.
