The only way I can set the start of the activity at the correct hour is to edit it manually or change the timescale to hours and drag the start of the activity.
One possibility: have you tried scheduling it first after you entered the activities? Entering the activities at first, P3ec will show a default time. Try scheduling it then you will see the correct time.
2nd possibility: Change the time in the current data date.

By default Primavera is using the start time of the activity as the (start) constraint time.
If you want to change that default value you should override it manually for each constraint. (make sure you can see/edit time by selecting the right user preferences)
