If you have P6 Excel SDK you can create Resource Dictionary in P6. You can also assign resource to activity. Alternatively, you can use XER Parser and Builder which is requiring a deep understanding of P6 Database in order to create P6 Resource Dictionary and use Excel import/export function to assign resources. one of the easiest ways to do this is to create a generic resource call it lump sum.
then assign all of the activities to that one resource.
then eport the resource and the budgted units and budgeted cost to excel
Then populate these values in excel and import back inot P6
MAKE SURE THAT WHEN YOU SET U THE RESOURCE THAT CALCULATE COST FROM UNITS IS NOT CHECKED.
