Your option 2 is the correct way of updating your resource and yes you can use export/import function (wk* or dbf) to update your resource assignment which you can open and modified it in excel. There are some rules to follow when using wk* or dbf format. For WK* you need to define the range of the column and save as wk*. For dbf you need to define the whole area as database and save as dbf.
