I do not think it is usefull for the project period before the last update
lets say you update your project every monday and today is saturday: "Actual this period" displays actual work and actual cost between the last two mondays; "Actual" displays actual work and actual cost since the project start

If you did not store at every update the situation will be like this:
week 1: 20% progress
week 2: 30% progress
week 4: 40% progress
If you did not store each. When you have a Weekly histogram for resources. Then it will show you.
week 1: 30%
week 2: 30%
week 3: 30%
