Yes thats right Arjan, I just seem to be not using hours in P3 for a long time with the projects that I am dealing with and especially now that there is an alternative programs of P5 & P6. I stand corrected.
Well then, I guess you already know the different ideas in overcoming that gap in your program with the different functions such as in leveling priority, splitting, relationships, constraints, limits, calendars, etc... What I usually do when I encounter some operational difficulty in making things right in my schedule is that I keep on experimenting on the case until I get it right or until I retire with the question on my head. Thats then the time that I will come out to ask the others. But so far, I havent done so in PP, and thanks God that I always was able to work out things right, and I feel it more fulfilling.
Wont there be any compliment for responding rather than be commented? I hope that somehow I was of help to you.

If you are using P3 it is not possible as its lowest count of duration is in days. But if you are using the latest versions of P5 or P6 you can always customize the resource shift and calendars to suit your program in hours. You can find it in menu>enterprise>Calendars or >Resource shifts. Since you are dealing with two different contractors, I suggest that you may assign different calendar settings for each of them with detailed working hours.
May I further advice to check suitability of your resource limits and leveling settings to avoid gaps after leveling.
Hope this is of help to you.

Ferdinand,
I,m sorry, but the lowest value in P3 is in hours. Standard is days but in "project overview" you can change days in hours........
