Why do you open the schedule exclusively? this is only needed when you want to change the Activity IDs; I mean: youve ade a mistake and therefore need to change the Activity ID.
If you want to entre the Activity ID by yourself instead of having P3 doing it at 1st place, go to Tools, Options, Activity inserting, and checkout the Automatically Number Activity option; you will be able to ENTER, not to EDIT, the Activity IDs, even with a non EXCLUSIVE project.
Make sure the "Exclusive" option is not checked when the 1st of you opens the schedule and then the 2nd one will be able to open the same schedule and work on it.
The only constraints are a)only one of you will access a certain ativity at a certain time, P3 will give no-access mesage to the other one, b) you will not be able to edit the Activity ID field on an y activity.
There is no need to install the NetSet module if you install P3 on your local disks and the schedule files on the files server
Sorry if I sounded pissed, its just frustrating trying to work around our issues while still trying to complete the needed schedule.
I asked for p6 but our client said they didnt want it, couldnt use it, and they already had p3. I think it was a case of the clients side not being familiar with p6 and they were afraid to use something new...
I was also thinking we could break up each division of the project into their own project sub groups and put them together somehow?

May I suggest an alternative solution to your networking problem. Since you are working at a common work program, I guess you both have a division of labor and that one maybe working on the engineering and procurement part, and the other one maybe working on the construction part. If that is the case, you may both work on the same separate copies of the program, then later on just "MERGE" your data inputs. Just take note that you need to set final WBS of the program before working on it to avoid complications in merging data.
This is just a suggestion as I dont have much idea with working on primavera in the network. I am just trying to help to keep you going with your tasks.
We decided to just start a new blank schedule, import all the dictionaries and activity codes and input all the activities into the seperate schedule. Then open up both schedules and copy and paste the tasks from one to the the other.
any other way that P3.1 is setup to allow multi users?

so how do you do it and still be able to edit the entire schedule?
We get locked out when we try to open it exclusively...
We are adding activities so we need to be able to edit the activity IDs, and therefore need exclusive rights...
The answer that I know is coming, "dont open it exclusive" isnt an option.
So how do I get it to work?

P3 lets you work both together at the same time on the same project, but not on the same activity
There is no need to copy and paste activities or codes like you are mentionning.
Then, the question of how you will organize the collaborative work with your co-planners belongs to you
