MS Project will not do exactly what you are refering to, but and I am not sure if this helps, but all you have to do is [Insert] ([Right Click] the column header & [Left Click] "Insert Column", then select the applicable column) the desired column in the schedule, then [Right Click] on the column\activity code column that you want to create a picklist for. Select [Customize Field] and then [Left Click], under "Custom Attributes", [Value List]. [Key In] the values. You can manipulate the order by [Selecting] the value with your cursor and the [Left Clicking] the [Up Arrow] button or the [Down Arrow] button to change the order of a particular value; this can be found on the right-hand side of the dialogue box. Once that is complete you [Toggle] the "Radio Buttons" under "Display Order for Dropdown List" to sort by "Row number", "Ascending", or "Descending". [Left Click] "OK" when you have the desired results.

David, to the best of my knowledge, MSP cannot manage activity code sorting to anything like the level of sophistication that P3 can.
My advice; use P3
