If using P3, you have to save the layout a different way than in P5 to make it available in other schedules. I believe this is a menu item in P3 that exports a file which makes the layout viewable in another project. In P5, its all in one database; P3 all about the group of files for each project. Sorry I cant be more specific. Somebody else might know the exact procedure.

Steve seems to think you are using another version of Primavera - only P5 has got such feature as making layouts available globally etc. It is not a feature in P3 3.1.

go to file open - select project then go to access button,
there you can change the access to read write - everyone
