Just for additional info. Both RA/ Excel utils and export/ import under P3 utilities have same result on P3. You can choose which one can suit best for you. Be sure to understand the logic and procedure on how to do it and I recommend doing a lot of practice before using it on a live project. Also be aware to delete the existing link or logic before importing a new logic to the same activities otherwise you will end up of multiple link on same activities. If your familiar with visual basic, that will help a lot. Enjoy planning.

Hi Rodel,
I am also interested in knowing what you mean by RA/Excel in P3.1. However, my understanding of your earlier comment is simply put this way:
Take export of the plan specifying the content, format and selection to excel,
Update the resources in excel,
Import to the plan.
I hope we are on the same page.

Try RA/Excel utils in P3.1 or Export/Import in P3e
