One way is defining resources under custom data items Resource/Cost and running Global change. But theres the limitation on the numbers of resources only.
Example, You have a resources named "MELEC", define under custom data items an equivalent name "ELEC" , "N" Numeric and 4 for Length with description "Electrical Work. Continue defining all other equivalent resources.
Then, in Global Change, add a new one. Under Change Specification, write something like this,
If RES EQ MELEC
Then ELEC EQ BQ
Run the Global Change and continue doing with all other resources with equivalent custom data item.
Lastly, you could now show under column each Budget Quantity for each custom defined resources complete with Sub total.

Its one of the failings of P3. If, for example, you have resources of square metres, cubic metres, linear metres, man hours and number of...P3 adds them all together to give you a sub-total meaning absolutely nothing!
As the earlier answer, use a report.

You can not do this in P3 layout.
You can do this by report or other tools (e.g. informaker,Access...)
