For the Euro and local currencies, say for example, PNG Kina, your common currencies is the one use by your client. But then this is also a little bit complicated. Let say you work in an European Union Funded Road Project in Papua New Guinea as consultant for EU, then your client is EU. But when you start working in PNG, you will feel your client is PNG government. So you still dont know which currencies to use in your cost loaded P3.
Since the situation you are in is not specific, it will be preferable to hang the conclusion until addtional information from you becomes available.
With respect to complicated overtime, you can use a simple algebraic expression or a complicated differential equation to arrive at a common conversion of rate for 8 hours per day plus oevertime into hourly rates.
Again all the discussion are hanging because of insufficient information.

U must understand that cost control determine all the activities and coding, for each activities they already measure the equipment, tools, resource etc for the cost plus. On top of that scheduler and supervisors have to do additional work to prepare jobcard for detail activities base on commodities(unit) for accurate measurement.

this is base experience, the schedule as per your question use by contractors which like to do measurement by cost for their claims attachment. Each activities of the schedule being prepared by cost controller and already being measured with same cost coding as theirs, so as schedulers at that time i just apply the percentage and the sequence from our measurement(actual at site). Any changes related activities cause of change order, cost controller will be highlighted for the changes or addtional, Cost coding also have to be the same with cost controller document. Hello, I asked the question because it seems that Cost option in P3 was designed for projects in the US, I mean, what about if you run a project overseas where you have a portion of the budget in Euros and another part of the budget in local currencies. Besides, I have found that in certain countries, labor craft do not get paid by hours but daily (based on a 8 hours) plus a very complex of extra hours calculation. So, how do you allocate these costs into P3? Thank you.

Some experience form previous project that I have done. agree as per Bill opinion Cost to be transfer as weight.
reason try avoid cost control in planning.
1. rate for equipment, resource somtimes change (example: steel from japan, equipment from US, or manpower rate change cause of demand).
2. cost not logic with the mapower and time (example : one equipment cost thousand dollars, installation only couple of minute, or manpower so many, only for installation of tiny things.
3. Cost not parallel with sequence of the project.
4. P3 could not handle cause not enough function to express the relate requirement.

Your resource loaded schedule (manhour) will give you the plan progress in relation to what????
An equivalent percentage???
But this equivalent percentage is not related to cost. This is related to manhours.
What happen to cost
Still confussing.
Better use excel for your cost control and do not relate to your resource loaded P3.
