Try This, Make a copy of yourr target programme and have a update done by clicking tools update progress. This gives you the percentage on your target programme or the planned percentage as on data date. Use this file as your taget in your update programme. Compare the progress of your target which is planned vs your updated progress.

Export the Target Resource % Comp, Current Resource % Comp and Custom Data Items to spreadsheet(.WK1) file or database(.DBF) file.
Do the necessary changes and import back to P3.
Then filter according your requirement.
