Delete P3WIN folder using windows explorer, empty trash can. Under Windows open System folder and delete Btrieve files, you should be able to identify them W34MKDE & W32MKST. Clean reinstall P3 and good luck.
Backup project files to another directory before deleting P3WIN folder.

but u know rustin, i had experience when i try to reinstall p3, it couldnt reinstall sucesfully because there is some file lefted behind when i do command uninstall, so what i do.... i have to find the balance of file, i close all active file&icon reinstall again.. or else u have to call the supplier for help.

Try to give to the user at least Power Users group membership. See knowledgebase at primavera.com. There are other ways to solve the problem.
