Basically, Retained Logic is the preferable method. The planner still can use Progress Override to schedule the work programme but after every update he/she need to do some homework, i.e. link all the out-of-sequence activities to the nearest logical successor (FF + lag or FS +/- lag) to minimise/control the large positive float.

IMHO, generally the retained logic option should be used. However there are occasions were operations are not directly related to each other, but all need to be done before moving on to the next stage, and progress override can be used.
It is really up to the skill and knowledge of the planner to decide, there is no definitive answer.

It is because of Progress Override. When you choose Progress Override, P3 ignores network logic and allows the activity to progress without delay.
So, change the calculation mode to Retained Logic and reschedule your work programme. You will get the logical float.
