I cannot imagine manual resource levelling if the project consists of several thousand activities and uses hundreds of resource units. This size is usual for standalone simple construction projects. And there may be huge problems with continuing manual resource levelling during project execution.

Resource curves is used to assign Budgeted QTY etc in different manners to an activity.
I have found them only very usefull on high level planning (Long Durations)only. (Once you start detailed planning (Short Durations) their effect is minumum. (My Opinion)
The reason why you have them is because sometimes you would have a learning curve in a activity / Or at a certain point your manhours is restricted if you intent to push in a lot of resources early or late etc.
The only manner to understand them is to understand the scope of work and know (estimate) at what speed you will progress.
2) Resource Leveling
A very complex way if you do it electronically (In P3)(Level)
I have found the manual method work the best when you move task manual and review the impact on your resource. This move should always be between early / Late dates.
3) A way that I have found that works quickly without to much trouble.
Run your early/Late resource Curves Draw your mean (The differance between the two)resource curve and see if this is what you want. A lot of People will disagree with this but I have found that this is very close to what will actualy happen (Most Probable). Without having to do a risk.

I have interpreted your qeeustion in two sections
1) Resource Curves
