It would be possible, if you were to create a 2 custom data items, one to hold the budget value and one to hold the "earned value", then use a global change to multiply % complete for the activity by the 1st CDI and place the result in the 2nd.
Bit of a nut and slegehammer job, but would work.
How do you intend to arrive at your baseline distribution to compare the earned value to ?. Earned Value on its own is just a number.
