There is nothing special about rail works - its just like a road with metal strips on it. Particular problems arise if you are dealing with live lines when a complex series of "possessions" apply. You will need specialist advice for the signalling but the rest is basically a bulk earthworks operation. I have found that Asta PowerProject in "Task per Line" mode is best suited for this type of planning.
