It may look strange, but the cost type resource is not working properly not only in 2007 but also in 2010. It is distorting the EVM calculation and you can't use it anymore.
The only way is to keep a separated resource in material type, like in the old times of MS 2003.
I said it would seem strange, but in fact it is really a misconception of theory and a big unsolved bug.
Cost resources are not updated by the tracking % complete buttons and must be entered manually. The option to stop the updating of the materials costs is controlled by Tools --> Options --> Calculation --> Updating task status updates resource status. If you turn that off, you will separate the update to the material resource values. However, you will also not be updating work completed either.
