Thank you for the suggestion - I have done this previously and it works for hard copies.
However, the problem arises when trying to print directly to pdf format to send to recipients who do not have MSP - I can set some of our printers up to print a draft watermark, but printing to pdf does not give this capability.

MS Visio works very well for this, also. Right click on the image in Visio then Format -> Fill -> and adjust the slider for the Transparency setting.
