Double-clic the task to open "Task Information", display "Advanced", change "Task Type" to "Fixed Work" to have the assignement rate changed instead of the amount of work.
Select together all the tasks you want and click the Task Information icon, then continue as above
Open Tools, Options, Schedule and change Task Type to Fixed Work to setup the tasks before you create it.
