if all or several of your resources have the same hourly / daily rate, select the resources, open the Resource information dialog and enter the data in the corresponding field(s)
if you want to create a resource table in MS Excel or any other spreadsheet able to save xls files, you will be able to import data by using the File, Open, xls file, import map feature
