If the Contract has Milestone dates specified in it then it is binding to the Contractor to achieve and include in his submitted program of works.



If the Contract is silent, then the only restriction is the end delivery date.



If the Client has sufficient reason to reject any part in the submitted program of works "Material submittals" or others, then it is the Contractor’s responsbility to submit the necessary resources in written supporting his reasons for submitting the proposed program of works.



Unless you have specific clause in your Contract stating that you must respects the dates the Client gives you for any part of the project, then your responsibility is to complete the job on time. The Program that you submit must show that, by showing all the necessary activities, milestones, resources, and durations to complete the project.

Dear Amro,



Per FIDIC 1999 clause 8.3, the Contractor shall submit a detail time program to the Engineer within 28 days from receiving commencement order.



The Engineer reviews the submitted program and either approve it or send it back with comments for resubmittal.



On larger projects, the Client might have a Construction Manager who is managing many Contractors. In this event, a separate Planning entity would be available at site to manage the entire works.



The Contract requirements pertaining to the scope, milestones, and others must be listed in the program.

As such, then depending on the attachment to the whole contract document, the client may have the right or may have already put the programe and will do the monitoring.



Basically, the client will only provide milestone dates, basic activities at level 1 or 2. The
