1. If you submitted a schedule and did not receive a reply from the Engineer after 21 days, then you may proceed with the program of works as approved subject to other conditions in the Contract.
2. Since the Engineer gave you the V/O after the original completion date of the Project, then all the activities needed to complete the works are considered Critical, subject that you do not have other time extensions.
And of course you must study the Time and Cost impact due to any Variation. I hope that this general knowledge might assist.

Set down the events in a sub chart - big bright red colours - fix them with a start on constraint - link the end of each event to the start of the impacted activity or activities if more than one.
Reschedule.
You now have an impacted as planned delay analysis.
