while, transmittal is merely for the information purpose and in normal circumstances does not abide by following actions.

May be one and the same thing, may be different!!!!!!!!
What they are really depends on what you use them for.
Transmittal would normally be a record of anything you send to somone else, eg letters, etc
Submittal would normally be a record of anything you submit to somone else for example, for approval - and may have a transmittal to go with it.
