In NEC3 your accepted programme is your contract progromme.You should baseline this programme before updating and impacting CEs. When you impact CEs you dont need to create baseline for CEs at this revision. This will help PM to understand how CEs have affected agreed programme by contrasting baseline with plan.
Once your new revision is accepted then that is your contract programme and you will reset your baseline of new revised programme having CEs baselined.
This approach is a departure from previous versions of Contract forms and requires effort to convince old stalwarts of ICE & JCT where your first accepted programme is contract programme for the life of project(or PM sometimes out of generocity may allow you to revise it)
As for as Powerproject is concerned Mike can better help you.
In version 10 provided you have not tampered with the baseline programme you can select a new activity and use the "merge" function in the baseline / what if dialogue to add it to the existing baseline.
It doesn’t always work but worth a try.
If you want an entirely new baseline for just a few tasks then create a new baseline on "selected tasks only".
