Try going into C:\Program Files (x86)\Common Files\Primavera Common\Java and run the admin.cmd utility. Log in with privuser. In the window that opens, right-click on the INTERNAL_PLUGINS configuration and click Delete. Save and exit the utility. Close and relaunch Primavera and try running baseline update again.
