(1) Explain your problem, don't simply post "This isn't working". What were you doing when you faced the problem? What have you tried to resolve - did you look for a solution using "Search" ? Has it happened just once or several times?
(2) It's also good to get feedback when a solution is found, return to the original post to explain how it was resolved so that more people can also use the results.

I need to allocate a lump sum cost to some tasks of the project, and have 100 percent of the cost showing at the very beginning of the task. Can anybody help?

by default TILOS spreads the cost allocation on the duration of the task.
For your need you may
- create a milestone for each of the corresponding tasks
- assign Start-Start-Links to locate the Milesones at the beginning of the task
- assign the cost to the milestone
- you may also switch off the display of those milestones with layers or filter
