If it is one project you can follow this solution:
You need to create a new MS SQL Primavera database with following parameters: Ñollation name "Cyrillic_General_CI_AS". After that export your project from your current database to the new one. You cant change Collaction name in the existing database.
Im not sure about your German language support after this in the new database. You need to check this out.

I understand that a new database has to be created but I dont understand the parameter you indicated.
The local VAR had no solution.
