(1) Explain your problem, don't simply post "This isn't working". What were you doing when you faced the problem? What have you tried to resolve - did you look for a solution using "Search" ? Has it happened just once or several times?
(2) It's also good to get feedback when a solution is found, return to the original post to explain how it was resolved so that more people can also use the results.

Basically Top down estimation is for your top boss. their are many types of estimation, Top down, Bottom down , G&A etc..
So let’s imagine you planned resources with 100hrs of job, but after verification by your boss saying, this resource can complete this job within 96 hrs, then what you will do, for this cause Top down estimation using. Where without changing to the resources duration you can change it from Top down estimation, so equally it will distribute the work.
