June, 2014 - Manages, implements, and directs project control systems, used to deliver the development, in both pre and post contract phases.
- Develops, interprets, and executes policies, objectives, and standards applicable to schedule and cost control and analyzes activities to ensure project delivery.
- Prepares procurement strategy and provides guidance, directions, and specialized assistance to the project for the resolution of difficult and complex project control problems in both pre and post contract phases.
- Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities as well as control activities.
- Develops and maintains the Project Procedures and Project Management/Execution Plan
- Integrates cost, schedule, and document control elements of the works.
- Assesses the impact(s) of design/construction changes both for cost and schedule slippages and advises the management of any foreseen slippage of progress and the corrective actions to be taken.
- Develops and maintains project information systems including information accumulation and reporting.
- Interfaces with clients, attends progress meetings, monthly executive meetings, participates in preparing the agenda,provides statistical reports and exception reports for management on a recurring or one-of-a-kind basis.
- Recommends and oversees the customization of project control systems to meet specific project requirements.
- Prepares and develops detailed and comprehensive construction programs including resources, financial implications and all relevant contract requirements and ensure that they are in compliance with the overall project schedule.
- Identifies WBS of the project(s) and prepares the construction programs to reflect the project delivery.
- Prepares and manages Key Performance Indicators (KPI’s) for progress reporting and provide innovative solutions to planning/scheduling problems and cost control.
- Implements Earned Value Management System (EVMS) to combine measurements of scope, schedule, and cost in a single integrated system in order to provide an early warning of performance problems.
- Assessment/Preparation of Extension of Time (EOT) claims and delay analysis involving time & Cost impact submitted by Contractors and Consultants to establish the contractually justified Extension of Time; including identification and development of variation /extension of time documentation and report to the management
- Track inconsistencies or potential problems found through analysis and review of the programs; advise solutions for these inconsistencies or potential Extension of Time requirements.
- Analyze and evaluate tenders submitted by Contractors and Consultants for both technical and financial submissions.
- Evaluates the schedule impact contained in the work change requests (WCR) as part of the change management process and makes recommendation on acceptable time extension.
- Review and comment on the Programs submitted by the Contractors, Consultants, Sub-Contractors and Suppliers, monitor them for performance measurement in order to ensure that the programs are in compliance with the overall project program and that procurement schedules are coordinated with the construction schedules.
- Continuously monitor construction progress against approved schedules to ensure adequacy of equipment and manpower
- Prepare and review recovery programs in case the project is running behind the approved program of works in order to mitigate any delay and ensure that equipment, manpower and site supervision staffs are increased properly.
- Identify the potential problem areas obstructing work progress and propose plans for improvement.
- Regular visits to project sites to validate whether the progress of work on site is in compliance with approved schedules, major milestones have been met and report deficiencies to the management.
- Review/Prepare weekly and monthly reports submitted by Contractors and Consultants and report to the management any deficiency or non-compliance and prepare for executive presentations.
- Review/Prepare change orders submitted by contractors, field design changes and trend notices and assess time and cost impacts, if any.
- Assesses available human and plant resources,assigns and supervises project work activities and prepare histograms for the successful completion of the projects.
- Coordinates staffing requirements, interviews candidates for employment and makes recommendations for employment decisions, conducts personnel performance reviews and career counseling.
