My skills are unique and diverse: three years of formal classroom teaching at the high school and college level, coupled with thirty years of professional Project Control expertise. My teaching background has afforded me the structured “Lesson Plan” approach, transforming ideas into clear, concise goals. With ever expanding responsibility roles, I have presented audit findings and reported directly to the CEO (Union Switch & Signal) and Executive Vice Presidents. I am equally comfortable interacting with Craft Supervision. My background encompasses transit, manufacturing, software development, pharmaceutical, nuclear and fossil power generation, mining, chemical, petrochemical, refinery, wastewater, steel, aluminum, tunneling and Department of Energy facilities. I’m experienced in domestic and international work scopes embracing various contractual arrangements, including cost reimbursable and Design/Build Programs to $4.0B and Convertible Lump Sums to $3.0B.  I have developed, instructed, mentored and performed Cost to Complete and Estimate at Complete methodologies for engineering and construction labor, Earned Value and advanced planning and scheduling principals and techniques, float management, schedule, claim and risk mitigation, Schedule Performance and Cost Performance Indices analysis. My past experiences also include extensive knowledge of engineering, construction and start-up planning, scheduling and control; WBS development and application, engineering, construction, startup and outage project cost control; Program planning, budgeting, forecasting, estimating, productivity and resource oversight, prospective and retrospective cost and schedule analysis; proposal preparation and review; utility rate case and litigation support, utility pre-audit preparation, audit support and expert witness deposition testimony. I am proficient with Primavera, Microsoft Project and Artemus scheduling software, including Excel and Power Point applications. During my career, I have consistently utilized the guidelines and processes stipulated in the Project Management Institute Book of Knowledge and DOE Order 413.

 

My strongest suit is the assessment and recommended success paths for distressed projects, conducting Home Office and Field audits, preparing and presenting audit findings and recommendations, and initiating Home Office and Field Project Controls Systems and reporting requirements on new projects.

  • Project Control Manager $2.2B 125K Mine Expansion Program for Freeport McMoRan Copper and Gold, Morenci, AZ. Jacobs has responsibility for EPC on this direct hire program, which entails seven simultaneous work fronts (Hydraulic Roll Crusher, Ball Mills, Conveyors, Filter Building, Tailings/Thickeners et al).

Jacobs Engineers Infrastructure (Phoenix, AZ) Project Controls Manager 02/12 – 07/12

 

  • Project Controls Manager, Ina Road Waste Water Treatment Plant, Pima County, Arizona. As Jacobs was the Construction Manager. I served as the Project Controls Manager on the $270mm expansion effort, which doubled the units treatment capacity for the city of Tucson, Arizona. I instituted Field Audits, implemented interim milestone analysis and chaired the Monthly Critical Path Review Meeting, attended by senior management. The East Train startup was successfully attained under my supervision.

 

Jacobs Engineers Infrastructure (Arlington, VA) Project Controls Manager 11/10 – 02/12

 

  • Project Controls Manager, Project Management Support Staff, Municipal Washington Airports Authority, Vienna, Virginia.  I was the Project Controls Manager (Phase 2) on the $3.8B rail extension to Dulles Airport. The first phase of the project, slated for completion in 2013, extended the “Silver Line” from Falls Church, Virginia to Tysons Corner, Virginia. The second phase extends the line to the airport; forecast for revenue service 2020. I provided oversight and managed invoice approval, risk mitigation, change order management, and administered the “Master Schedule.”    I oversaw the cost, schedule and estimating functions for the program.

 

Conquest Consulting Group (Vancouver, WA) Project Controls Consultant 07/10 – 10/10

 

  • Project Controls Consultant, “Sunrise” Oil Sands - Contractor Bid Package Review, Husky Energy, Calgary, Alberta, Canada. As a subject matter expert, I was responsible for reviewing the Steam Assist Gravity Drain (SAGD) Central Processing Facility (CPF) Engineering, Procurement, Fabrication and Construction Tender - Contractor supplied Cost and Schedule Documents for Husky Energy’s $2.7B “Sunrise” Program. Specifically, my Team reviewed, appraised and formally “graded” the Technical aspects for the following: the Level 2 Schedule, Progress Curves, Manpower Histograms, Planning Software Utilization, Schedule Basis and Assumptions including Calendars, Milestones, Schedule Critical Path, Activity Durations, Format, Layout, WBS Identification and Resource Loading and Leveling, Man-power Histograms and Progress Curves. The Packages were normalized and equalized, providing balance throughout the assessment process. The Project Control criterion was heavily weighted and an integral part of the Technical Bid Evaluation process. Primavera P6 was utilized for the schedule review portions of this endeavor.

 

Willbros - Integrated Services (Houston, TX) Project Controls Manager 04/08 - 04/10

 

  • Project Controls Lead, Department Manager – Planning & Scheduling, Refinery Expansion, ConocoPhillips, Roxana, IL. As a Manager Secunded to ConocoPhillips, my staff oversaw the Integrated Program Schedule (comprised of Bechtel, Fluor, URS & Cherney Project Plans) The IPS permitted Executive Management to view the Program critical path, overall Program Manpower Loads and “What-If” scenarios. Primavera P3 was utilized for this application. I chaired the “Stakeholders” Program Schedule Coordination Meeting, comprised of Contractor Project Control Managers, Refinery Start-up & Commissioning Managers and ConocoPhillips Senior Project Control Staff. These working sessions addressed all Inter-relationships and constraints between Contractors, construction sequencing and shared resources. Further responsibilities included oversight of twenty Conoco Planners, standardized the Reporting formats for Installed Commodities, Progress and Milestone Reporting. My team also conducted in-depth pre Turn-around audits, validating quantity installations, based on Earned Value Management System principals. The scope of work is comprised of “New Units”, “Reuse & Renew”, “Sulfur Block” and “OSBL” for a total installed Program cost of $3.9b.

 

 

Jacobs Engineers Oil & Gas (Houston, TX) Project Controls Manager 03/05 - 03/08

 

  • Project Controls Manager, Polypropylene Production Expansion, TOTAL Petrochemicals USA, Inc., La Porte, TX. My team of 7 cost and schedule professionals produced the Field Labor Analysis, Productivity, Progress and Commodity Installation Curves, Earned Value Management System Reports, Planning/Scheduling and Shift Variance Analysis for this $100mm turnaround, which enabled this facility to produce 2.35b pounds/year (the largest polypropylene facility in the world). Primavera P3 was utilized for this effort.

 

  • Project Controls, SO2 Installation Project, Valero Oil Refinery, Delaware City, DE. Provided validation, reconciliation and approval of Contractor’s Invoices, as appropriate, for Time and Material Contracts. Tracked, analyzed and reported Contractor’s physical progress and productivity for the $360mm effort.

 

  • Project Controls Manager, ARCEL Packaging and PES Processing Expansion, NOVA Chemicals, Monaca, PA. Coordinated the field planning, scheduling, cost control and estimating efforts for the $70mm plant expansion. Discerned potential problem areas, offered solutions to mitigate schedule deviations and issues and maintained and issued cost and schedule control documents to Senior Management. Primavera P3e was used.

 

Union Switch & Signal (Pittsburgh, PA) Manager - Planning & Controls 02/00 - 02/05

 

  • Department Scheduling Manager, Provided forecasted Cost at Completion progress reports to Executive Management and trained company personnel in Project Controls and Earned Value Management System principles and techniques.  Established standardized company progress reporting by expressing the planned and actual performance against budget and schedule (Cost Performance Index and Schedule Performance Index). Introduced Performance Curves, standardized cost engineering reports, variance analysis, and performance based forecasting reports. I hired, trained, and mentored departmental personnel, and enhanced Project Control methodologies and practices.

 

Kaiser Engineers (Pittsburgh, PA)Manager – Scheduling 07/97 - 01/00

 

  • Project Controls Manager, Pedestrian Walk-back Tunnel, Dulles Airport. Coordinated the scheduling efforts of 12 Engineering Subcontractors, utilized Primavera P3 for construction schedule preparation. The two year schedule included 24 –hour-a-day tunnel excavation and close coordination with airport operations. The New Austrian Tunneling Method was utilized.

 

  • Project Controls Manager, BOF/Caster, AK Steel, Middletown, OH. Assembled the resource and cost loaded outage plan and chaired the Shift Turnover Meetings

 

  • Project Controls Manager, Nitric Acid Plant Installation, El Dorado Chemical Company, Geismer, LA. Implemented engineering, procurement and construction project controls for two Nitric Acid Plants. Initiated the Earned Value Progress System for the PDS 3-D models, specifically piping isos and modeled equipment progress. Instituted the physical progress models for earned value determination on equipment installation, piping fabrication and installation.

  • Project Controls Manager, Phenol Managed a Department of 34 cost and schedule engineers and hands-on with Dechoke Expansion, AlliedSignal, Philadelphia, PA., Implemented project controls for a $20 million phenol dechoke expansion program which consisted of cost control and detailed engineering, construction and start-up scheduling, Oversaw pre turnaround engineering and construction cost and schedule progress in preparation for a three month Outage.

  • Project Controls Manager, Grass Root Launch and Pilot Facility, Hoffmann-LaRoche, Florence, SC. Directed the in-house project controls staff of 7 individuals. Conducted cost and schedule variance analysis and assessed forecasted costs and schedule impacts caused by engineering alterations and productivity trends.

 

  • Project Control Supervisor, Flint River Capitol Expansion, MERCK, Albany, GA. Implemented and maintained engineering controls for a $100mm capitol expansion. Coordinated engineering schedule integration with construction contractors and oversaw cost forecasts for five concurrent projects.

  • Project Controls Consultant, Plutonium Resumption, Rocky Flats, Golden, Colorado, Department of Energy,  Developed the Operational Improvement Plan for the Rocky Flats Facility, Developed scope plans and resource estimates and worked in conjunction with defense production in developing plutonium resumption schedules.

 

  • Project Controls Consultant, Audit and Rate Case, Texas Utilities, Dallas, TX. Directed a multi-disciplined team of consultants for the Comanche Peak Nuclear Station in Glen Rose, Texas. Prepared position papers for design engineering, construction and start-up scheduling. Supported utility counsel and expert witnesses in a $9.1billion audit and rate case.

  • Project Control Specialist, Outage Project Controls Management Analysis, Consolidated Edison Indian Point Nuclear Power Plant, Buchanan, NY, Provided enhanced Project Control Procedures and processes for the utility for use during Refueling Outages at the facility, Conducted a retrospective analysis of Consolidated Edison’s management processes in preparation for a refueling and maintenance outage, Developed and implemented a microcomputer based Earned Value Management System.

 

  • Project Control Specialist, Licensing and Project Controls Oversight, Shoreham Nuclear Power Station, Wading River, New York, Worked in conjunction with utility counsel to identify and coordinate the closure of all action items resulting from the Atomic Safety and Licensing Board Partial Initial Decision, Developed a method of controlling Final Safety Analysis Report Amendments so that future revisions would not affect the terms of the settlement agreements.
