Lead Cost Analysis Officer, NASA, NASA Various
Subject matter expert for KSC in the cost estimating and analysis, earned value management, schedule management, and risk management elements of programs and projects. Responsible for supporting evaluations, including independent assessments, of Programs/Projects when required by policy or requested by the Center Director, the Program/Project Management Council, Center Management, the Program/Project managers or NASA HQ. Coordinates with and assists the NASA Independent Program Assessment Office on independent assessments of programs/projects. Supports contract proposal development, source selections, and award fee evaluations.
Develops independent cost estimates and cost/schedule analyses, in support of KSC and external customers. Ensures that project cost, schedule, and technical risks are clearly identified and that appropriate measures are established to mitigate these risks throughout the Program Project life cycle. Provide training and consultation in areas of expertise and responsibility. Coordinated activities and knowledge sharing with other subject matter experts in related fields at KSC, other Centers, and NASA HQ. Participates on Center, NASA-wide, governmental, and external professional working groups to acquire and share knowledge and skills that can be applied to KSC and NASA programs/projects. Supports the development and implementation of Agency and Center level policies, processes, methods, and tools for program/project management and related disciplines. Promote the use of program/project management tools and processes for effective cost and schedule management and cost, schedule, and technical integration. Experienced with parametric models, cost risk analysis and range estimating techniques for Spacecraft, Construction of Facilities (CoF) as well as Ground Support Equipment (GSE).
