Can software solve the issues on time tracking and billing for projects ?

To pretend that one size fits all is wrong, I can envision that in many industries the integration is feasible and desirable.

In construction jobs the use of Critical Path Scheduling software for billing it can be problematic when you are not allowed to finish an activity because some pay element is not finished while all successor can start creating a distorted schedule that will require a fix for every such occurrence.

The danger of allowing cost reporting to overshadow and to distort accurate schedule reporting is that the myriad functionality of and purposes for the schedule database are invalidated by distorted and inaccurate schedule information.

The above reference illustrates the issue but the proposed solution can be short of being good enough as the proposed fix in logic will again generate an out-of-sequence event every time a pay item within the activity starts before a predecessor of this activity finishes. In many cases the fixed logic will require an independent fix as it happens in many out-of-sequence events where no single fix is going to solve them all.

As if not enough the situation becomes intolerable when the contract requires that every change in logic as well as to the payment schedule to be submitted for approval.
