Budgeted units unable to edit

I couldn't able to edit "Budgeted units or Remaining units" fields in  Resource assingments window though the same I'm able to do it in Resource usage spreadsheet. Can somebody tell what's the reason? I have logged in with Admin Superuser & project super user profiles.
