Data Facility Renovation – DLA Supply Center, Richmond, VA $36m
I recently completed providing general construction management services to the US Army Corps of Engineers for data center renovation project. My services included management of work on-site, coordination with contractors and client operations, and schedule management. This was a phased renovation project which required the data center operations remain active throughout the renovation. I was actively involved from the design development through the commissioning and close-out.
Energy Project – DLA Supply Center, Richmond, VA $40m
I provided general construction management services to the US Army Corps of Engineers for the installation of energy meters on all structures, replacement of system generators, upgrades to main switchgear, replacement of all exterior light fixtures to LED fixtures, and renovation of several communication rooms. I worked with the facility engineers, contractor personnel, and facility clients to coordinate work. I also managed schedule, cost and documentation processes.
Warehouse Demolition – DLA Supply Center, Richmond, VA $20m
I provided general construction management oversight to the US Army Corps of Engineers for the demolition of several large warehouse facilities no longer needed by the government. This was one of the largest demolition contracts completed in the US. I supervised the demolition work, coordinated with the facility personnel as necessary and provided all QA services for pay, SOW, and schedule issues.
Wounded Warrior Barracks – Fort Hood, TX $52m
I was the general contractor’s Project Manager for this, $42m multi-story barracks construction project. I was responsible for the site team supervision, change order management, invoicing, schedule control, and subcontractor management.
Chemical Demilitarization Projects – Pueblo, CO & Bluegrass, KY $1.5b
I provided the US Army Corps of Engineers with schedule support services for two $1.5m design/build/operate projects. These were large complex schedules. I traveled as necessary to the sites and met with the contractor’s personnel to provide owner’s schedule oversight. I reviewed the schedule development and maintenance process and worked with the contractors to help them meet the stringent government requirements for schedule structure, analysis and EVMS.
Federal Correctional Institution – Welch, WV $220m
I directed the owner’s construction administration, managed the technical/design integrity, and supervised the quality assurance team for the construction of a Design/Build, $223 million dollar Federal Correctional Institution and Federal Work Camp. I managed the cost and resource loaded schedule development, maintenance, updating & reporting. I directed onsite cost estimating, document control, and inspection services. I established and maintained a proactive working relationship with project stakeholders to include contractor/AE administrators, local political leaders and municipal utility directors. I was directly involved with planning, organization, and implementation of overall onsite construction management procedures and controls. I trained and provided performance evaluation of subordinate Construction Representatives and Construction Inspectors. I completed review/processing of the contractor’s applications for payment; manage change order processing and negotiations. I developed/revised organization’s standard Project Management Procedures to integrate a new document control software program.
United States Penitentiary – Tucson, AZ $210m
I directed the owner’s construction administration, managed the technical/design integrity, and supervised the quality assurance team for the construction of a Design/Build, $118 million dollar US Penitentiary and Federal Work Camp. I managed the cost and resource loaded schedule development, maintenance, updating & reporting. I was responsible for managing, directing and evaluating an onsite Construction Management Firm which provided controls and inspection services. I established and maintained a proactive working relationship with project stakeholders to include contractor/AE administrators, local political leaders and municipal utility directors. I was directly involved in schedule development/maintenance, issue resolution/partnering, and team building with the contractor and AE firm principals and administrators. I provided training and performance evaluation of subordinate Construction Representatives and Construction Inspectors. I directed the contractor’s applications for payment review/processing, change order processing and negotiations. This project completed on time with no claims and was awarded the AGC Marvin M. Black Excellence in Partnering award. (My second project for this award)
United States Penitentiary – Pine Knot, KY $220m
I directed the owner’s construction administration, managed the technical/design integrity, and supervised the quality assurance team for the construction of a Design/Build, $120 million dollar US Penitentiary and Federal Work Camp. I was responsible for managing, directing and evaluating an on-site Construction Management Firm which provided cost estimating, scheduling, document control, and inspection services. I directed the planning, organization, and implementation of overall onsite construction management procedures and controls. I was directly involved in scheduling, issue resolution/partnering, and team building with the contractor and AE firm principals and administrators. I managed coordination with local authorities and State Congressman. I provided training and performance evaluation of subordinate Construction Representatives and Construction Inspectors. I was directly responsible for application for payment processing and change order negotiations. I supervised personnel to ensure compliance with UFAS, life safety code, IBC, and secure construction requirements. This project completed on time with no claims and was awarded the AGC Marvin M. Black Excellence in Partnering award.
Federal Correctional Institution – Victorville, CA $55m
I assisted with the direction of the owner’s construction administration, managed the technical/design integrity, and supervised the quality assurance team for the construction of a Design/Build, $70 million dollar Federal Correctional Institution and Federal Work Camp. I facilitated controls process administration and coordination with contractor’s site operations. I was responsible for directing and monitoring the day to day inspection services provided by civil, structural, electrical, and mechanical inspectors. I was responsible for managing the document control process and ensuring technical/design integrity. I was directly involved with developing solutions to QC problems and resolution of design errors and construction defects. I was actively involved in change order procedures and negotiations. I ensured compliance with UFAS, life safety code, IBC, and secure construction requirements.
Federal Detention Center, Seatac, WA $50m
I had the onsite responsibility for the Owners administration and QC for the construction of a Design/Bid/Build, $52 million dollar Federal Detention Center. I was directly involved in developing solutions to QC problems and the resolution of design errors and construction defects. I was involved in change order procedures and negotiations. I was responsible for the day to day inspection services provided by the CMF inspectors. I assisted with the document control process and ensured technical/design integrity. I ensured compliance with UFAS, life safety code, UBC, and secure construction requirements.
Federal Transfer Center, Oklahoma City, OK $58m
I was the onsite construction inspector responsible for owner’s QC for the construction of a Design/Bid/Build, $50 million dollar Federal Transfer Center. I completed daily inspections of all construction with emphasis on integration with the contractor’s QC program. I coordinated inspections and ensured conformance with NFPA life safety, UFAS/ADA, NEC, UPC and technical specifications. I was responsible for ensuring technical/design integrity compliance.
Replacement of Control Room and Armory – FCI Tucson, AZ $1.2m
I was the onsite Project Representative for the construction of a $2.5 million dollar Entry Building with armory, Administration office space and Control Room. I was responsible for all facets of construction administration and inspection. I coordinated all contractor work force activities with institution security and operations. I reviewed and recommended approval of all applications for payment. I negotiated all change orders.
Administration Building Renovation Project, FPC Millington, TN $300,000
I completed the renovation of an administration building, Warehouse, and maintenance shop building. I instructed/supervised inmate labor to complete demolition work, subsequent refit of mechanical/structural components, and installation/construction of all finishes and furnishings. He provided all material take-off and ordering.
