Leading a team of Civil, Mechanical & Electrical engineers and technical officers providing programme planning support to LTA's rail and road projects, starting from project initiation up to project close-out. Ensure that all programme related issues, such as contractual requirements, monitoring and reporting system, time extension claims and etc, are addressed timely. During project initiation and planning phases, develop a project implementation programme based on stakeholders’ requirements, project scope, procurement approaches and known constraints. Establish programming related contractual requirements, project schedules, identify project risks and responses, and participle in the evaluation of tenderers’ submissions. During project execution and closing phases, establish a holistic programming system to monitor and measure contractors’ performance against the accepted baseline. Prepare monthly Management report. Provide corrective action, programme integration and change control management. Participate in conflict resolution, prepare project forecast, provide Extension of Time (EOT) analysis, and conduct risks mitigation and scenario studies. Coordinate with stakeholders on programme related issues and conduct programming meetings to address areas of concern. Prepare final performance report and update lessons learnt knowledge portal. Provided consultancy service to overseas MRT projects.
