November, 2004 Mouchel under innovative partnership known as ‘Hertfordshire Highways’ with Hertfordshire County Council was responsible for the Highway Design across the County of Hertfordshire. This partnership combined client, consultant and contractor under the same association to provide an efficient and streamlined service and has been heralded as the introduction of Private Public Partnering in the UK.
John was the Senior Development Control Engineer responsible for the South West area of Hertfordshire and running a team of four Engineers managing Section 38 and Section 278 (UK Town and Country Planning Act 1980) agreements and schemes through design and implementation.
