The RAF is to be a practical tool for City Authorities to conduct rapid assessment of energy use in cities, identify and prioritise sectors (six sectors are covered: transport, buildings, water/waste water, public lighting, solid waste, and power / heating) through benchmarking, and suggest a range of specific energy efficiency interventions based upon an evaluation of economic, financial, institutional and regulatory criteria.
John directed and coordinated the successful bid formation and its procurement process which at the time represented the first World Bank project obtained by the Happold group. During the course of the project he provided Scheduling(PRIMAVERA P6), Quality, Risk and Cost Control advice on an ad-hoc basis.
