A. ADMINISTRATIVE SERVICES FUNCTION:

• Responsible for Contract Management of all approved Capital Expenditures (CAPEX) and Operating Expenditures (OPEX)

allocated to the department as well as to the Centre.

- Prepares all necessary documentation for Contract Bids from developing of its scope of work to other bid document

requirements i.e. Invitation to Bid, Plans & Specification, Breakdown of Proposals, Bid Summary, etc.

- Analyse and evaluate all submitted bid proposals of the project and recommends the most likely acceptable bid proposals

to the management.

- Coordinates with subcontractors bid proposals and prepares its necessary transmittal.

- Supervises of project implementation, verification/inspection of percentage completion and prepares/follow-ups of

subcontractor corresponding payments.

- Prepares updated reports on project status prior submittal to management.

• Responsible for preparation of yearly Operating Expenditures and Capital Expenditures budget of the Department and other

necessary Maintenance & Repair of the Centre Building Structures & Facilities.

• Responsible for re-checking, evaluating and validating of Daily Time Records/billings of agency hired contractual personnel

assigned on maintenance & security services and prepares all necessary documentation for payment of services rendered.

• Responsible for establishment and maintenance of Central Filing System of PNOC-Energy Research and Development.

B. ENGINEERING SERVICES FUNCTION:

• Responsible for preparation of M & R work schedule activities of the company’s building structures, general facilities and company

owned vehicles.

• Responsible for supervision of M & R work schedules activities for up keeping, maintenance, repairs and modification of building

structures, furniture’s and general facilities i.e. electrical systems, air conditioning system, pumps, diesel generator sets,

communications and water utilities.

• Responsible for supervision of maintenance and repair of all company owned vehicles

• Responsible for operation and maintenance of machine shop of PNOC-ERDC for its fabrications, installations, repairs,

modifications and commissioning of all M & R work activities including its prototype research projects undertaken by various

Department and Sections concern

• Responsible for preparation and submittals of estimated costs for all work activities of prototype research project and upkeep its

record on the account of other Department project final cost expenditures.

• Responsible for preparation, monitoring and updating of all M & R work activities schedule including activities at machine shop

and prepares submittals of its corresponding reports to the management.

• Other tasks include data gathering of actual vehicle endurance road testing on Bio-coco diesel Fuel Project.
