Steam Cracker Complex (SCC) Project EPCC & FEED Phase – PRPC Refinery & Cracker Sdn Bhd
The Steam Cracker Complex (SCC) Project is part of the PETRONAS RAPID Project and consists of:
- Naphtha Steam Cracker Unit (1,291 ktpa of Ethylene & 690 ktpa of Propylene)
- MTBE (550 ktpa), Butadiene (185 ktpa), Pygas (660 ktpa) and Benzene (165 ktpa) Units.
- Associated facilities: Cooling Water System, Tank Farm and Flare System.
- EPCC Lump Sum of USD 2.348 billion awarded to TOYO Engineering on a 52 months Schedule.
- Estimated man-hours: 1.6 million for Engineering and 43 million for Construction.
- FEED was awarded to Lummus & TOYO Engineering (USD 20.5 mil & approx. 175,000 mhrs).
EPCC Stage: OWNER’s Project Management Team, monitor the progress of the EPCC Contractor. Main tasks and accomplishments included:
- Actively monitored the development of Project Controls deliverables. Ensured timely and satisfactorily issuance of these as per contract requirements and planning and scheduling industry standards.
- Reviewed on regular basis the project schedule and progress updates. Ensured accuracy of reporting and provided analysis and feedback to Management and EPC Contractor.
- Project tracked on par with or ahead of baseline throughout execution.
- Independently set up and maintained the Change Order Management filing and register for the PMC.
- Carried out evaluation, recommendation, negotiation and resolution of Change Orders claims including requests for extensions of time.
- Closely involved in the cost reduction initiative launched by the Owner resulting in USD 80 mil savings by April 2016.
- Ensured accurate and timely reporting to Project Directorate (Progress, Cost & Schedule as well as ad hoc requests)
FEED Stage: As part of OWNER’s Project Management Team, main tasks and accomplishments included:
- Supervised the progress of the FEED Contractor. Reviewed and analysed weekly project progress achieved and provided feedback to Management.
- Project was completed on time despite tight schedule of 10 months.
- Closely oversaw the development of the EPCC Schedule Level 3 and EPCC TIC Estimate (Total Installed Cost) by the Contractor as part of the FEED Requirements.
- Ensured timely issuance of these key documents to Project Directorate and in compliance to Owner’s requirements and industry standards.
- Set up the Technical Bid Evaluation criteria for Project Controls for the overall RAPID PETRONAS PMT Team.
- Carry out Technical Bid Evaluation on SCC Package (USD 2.3 billion) on tight deadline (2 months) to meet FID (Final Investment Decision) target date.
