CAREER SUMMARY

Charles Yeung has worked in consulting, planning and programming roles for over 8 years with valuable experience in building, infrastructure and IT&T projects across Australia, Hong Kong, Singapore, India and Macau. He is a team player with extensive experience working in client’s Project Management Office (PMO) and has proven success in project delivery, client relations and variation of project schedules to deliver urgent requests.

June 2011 – December 2011: ConfluenceTBH (Joint Venture)                                         Hong Kong

Hong Kong Branch Manager

Charles was engaged as Hong Kong Branch Manager to assist TBH Australia expanding its planning / programming division to Hong Kong. His responsibility involves day-to-day running of the business, expanding business networks, managing projects as well as providing specialist project planning, time management services for existing clients across Singapore and India.

 

Kai Tak Cruise Terminal Building – Services Package (HK$600m) – Specialist Planning Consultant

Consists of one of the best international terminal facilities, the HK Cruise Terminal Building project is under the design and build contract with Government of HK. The cruise operation facilities include customs, immigration, quarantine & Polices, as well as other supporting facilities such as security screening, baggage handling, ticketing, check-in, passenger waiting and queuing etc; in the total of over 143,000m2 construction floor areas. BYME, one of the largest Building Services Company in HK under Bouygues Construction – a global leader in construction, has been engaged to undertake the design, installation, testing & commissioning for the full M&E Package of the project.

 

Charles was engaged as Specialist Planning Consultant in September 2011 worked directly with the Construction Manager. His responsibility includes creating a Master Program to ensure all building services works are programmed based on resource availability and structure accessibility. This helps the project team understands the prior of works with the project consists over 150 plantrooms. Once the Master Program has been fully developed, Charles primary role was to monitor the progress of works and the consequential impact due to structural delay and providing recover strategy. 

 

April 2011 – June 2011: Tracey Brunstrom & Hammond (TBH Group)                                   Sydney

Ericsson Vodafone Hutchison Australia (VHA) Transmission Network Upgrade (A$32m) – Senior planning Consultant

Ericsson has won a contract to build a nationwide transmission network for mobile telco VHA, involving the construction of thousands of upgraded microwave radio and optic fibre links around the country. An important part of the contract is the provision of Ericsson’s services, including design, installation and integration, field support and project management. Ericsson also has responsibility for the integration of the new transmission elements with existing equipment including products from other vendors. The project required extensive programme management due to the limitation on design resource and the requirement of delivering in a tight timeframe.

 

Charles was engaged as a Senior Planning Consultant assisting the Ericsson / TBH team within the client’s PMO. His responsibility is to work directly with Ericsson Project Managers, building and integrating changes on their Master Schedule as well as providing expert advice on consequence impact and solutions.

 

January 2010 – April 2011: Hansen Yuncken Pty Ltd                                                                   Sydney

Villawood Immigration Detention Facility NSW (A$186m) – Senior Planner

March 2010 – April 2011

The design and construct contract involves some 10 hectares of land redevelopment. Initial Phase includes building temporary facilities and associated services to allow for the relocation of existing staff, remediation and bulk earthworks. The next phase includes construction of new infrastructure services, construction of an array of security accommodations together with new central spine comprising of ten service buildings. The existing facility is to remain operational at all time throughout this construction phase and that the entire new facility must be secure and fully operational prior to transferring the detainees from the old facility. The final phase is to demolish the old facility and construction an array of group residences and completion of sporting facilities, landscaping and security.

 

Charles’ role as Senior Planner took part in the tender bidding process and after the award of Contract he had further developed programmes to fulfil contract requirements as well as integrating design development input from design consultant together with the concept of construction methodology. His role also involved regular update, monitoring of project progress and provided impact analysis and advice.

 

Building the Education Revolution – Primary School for 21st Century, South-Western Sydney Region (A$488m) – Senior Planning Consultant

January 2010 – April 2011

The $488m Managing Contractor package is second largest contract within the Australian Government’s $16.2 billion National Building Economic Stimulus Plan. It involved design and construction / upgrade of large-scale infrastructure, libraries, halls, classrooms and other buildings in every public primary school in NSW South-Western Sydney region. 

 

Charles’ role as Lead Planner required monitoring the schedule of 304 school projects within 203 operating school environments, and worked directly with regional Project Managers and Construction Manager in analysing forecast completion dates and prioritising resources. The project was successfully delivered three months ahead of schedule.

Building the Education Revolution – Primary School for 21st Century, NSW (A$2.98b) – Senior Planning Consultant

July 2009 – December 2009

As part of the Government stimulates package rollout, BER is a multi billion investment through the rapid construction and refurbishment of school infrastructure in NSW. Department of Education and Training (DET) set up an Integrated Program Office (IPO) in undertaking the project. Charles’ primary role was to consolidate seven Managing Contractor’s (MC) programmes which consist of some 2300 projects into one Master Programme whilst offering programming advice to IPO as well as providing ongoing programme monitoring, analysing MC’s programmes and reporting. In addition, Charles had also undertaking initial resource estimation to provide IPO a “head up” of the required materials / resources in a particular point in time.

 

City of Dreams, Macau (HK$18.6b) – Senior Planning Consultant

January 2008 – December 2008

One of the largest casino projects ever undertaking in Macau which had its grand opening in 2009. It involves the construction of 40,000m2 of gaming area, 200+ shops as well as luxury hotels such as Grand Hyatt, Crown and Hard Rock. It also includes other features such as the dragone theatre and bubble (a 3D dome theatre).

 

Since joining the on-site planning team of 20 as an external consultant, Charles was actively involved in detail programme of 200+ plantrooms, casino floor works and the high-complexity dragone theatre as well as providing valuable advice to construction / project manager and project team on a regular basis.

September 2005 – December 2007

Through the 2 years of experiences from 2005 to 2007, Charles’ primary role was to provide planning and programming services to clients range from developers, contractors to consultants and financiers. His professional services included delivering Tender programmes, long and short term Construction programmes, Master Control programmes, regular progress monitoring & reporting, programme analysis as well as recover strategy for a wide spectrum of projects.

 

February 2004 – September 2005: Solid Support Pty Ltd                                                                        Sydney

Planning Consultant

Worked under the supervision of the Directors in developing the skills of project planning and scheduling. Responsibilities include setting up project schedules, tracking and monitoring project schedules using recognised project management softwares. His duty also included preparation of staging diagrams and construction methodology incorporating a complex process of staged construction sequencing and handover dates. Projects involved such as Broadway Shopping Centre Extension, Mater Hospital Newcastle, Campbelltown Retirement Village, etc.
