Principal Planner, BECHTEL, Circe Pan European Telecommunications Network

In 1999 Paul moved to Bechtel Telecoms as the Principal Planner. He was Responsible for Planning and Cost Control during design, construction and installation of one of the first Pan-European high speed broadband links. This was a 7800 km broadband ring linking the over 20 major cities in Europe including London Paris Brussels Berlin and Amsterdam. It included developing IT facilities in each major city, prefabricated booster stations at 50K intervals and 10 lanes of cable duct and high speed fibre optic including 2 sub sea crossings. The project from concept to completion was completed in 18 months.

Paul was Responsible for setting up processes and systems in the countries involved, to allow for monitoring a programme of work which was spanning 3 European countries supervising a team of project planner’s through-out European region.

 

Project control requirements on the programme of work included developing and controlling rights of way permitting, engineering design, material logistics, & construction & commissioning. Evaluating changes to the project scope for schedule impacts. Preparing various progress reports for different management levels.

 

1997 Paul was employed by Bechtel Water Technology as the Lead Project Controller / Planning Engineer for the Wastewater Study Group using Microsoft Project

Responsibilities included developing schedules for wastewater network condition studies & CCTV surveys in North West.

Preparing fully resourced schedules for all projects. Providing forward workload target lists & resource requirements for project & lead engineers. Preparing resourced & costed bid schedules for future work. Highlighting & evaluating scope changes.
