T & D Project Controls - DEP Carolinas East Region - Sr. Project Controls Analyst (PCS)

As a Sr. PCS responsible for tracking and managing changes (incl PM dashboard and KPIs) to the project scope, resource-loaded schedule and cost baselines for major T&D programs including the upgraded replacement of critical AT&T telecom equipment and configurations; PMU installations and NERC CIP Battery Replacements at Transmission and Distribution substations for Line and Relay construction.

Managed per Project Management Center of Excellence Standards over 225 sub-projects (Green and White-ranked) on which complex aspects of individual project estimating; scheduling, change documentation and cost control were performed while reporting up to the program and portfolio level. Provided leadership in the development and generation of daily, weekly, monthly and quarterly project controls reporting including to sr. mgmt.  Identified and processed Notices to Proceed (NTP), change requests (PCR), change notices (PCN) and/or change orders (PCO) in a manner compliant with Duke internal governance standards and the terms and conditions of relevant contracts.  Developed and maintained assigned 45 funding level projects against phased project funding for Schedule, Cost and Budget.

CCR/ABSAT/CCP Governance-Work Mgmt Group - Work Control Mgr / Sr. Business Analyst

Recently served as the interim Work Control Manager for the Ash Basin Strategic Advisory Team/Coal Combustion Products (ABSAT/CCP) Work Control Group responsible for the scheduling, coordination, preparation and execution of all tasks associated with new business, corrective, preventative and predictive maintenance tasks, projects, switching evolutions and associated tests.  Responsible for the development, execution and monitoring of the Work Management policies, programs and processes as well as contributing support of compliance commitments with external regulatory agencies.

As part of the original team assembled to develop a comprehensive response to the Dan River coal ash spill, trained and managed 9 work package planners in achieving significant improvement/productivity on both large and small CCR-based projects.  From concept, developed work control code structure and process mapping to align with P6 WBS.   Continually sought and implemented methods/codes to improve the Work Control System (IBM’s Maximo) as well as monitored and reported project status monthly to Senior Management.  Effectively coordinated work between Duke internal work groups/departments and outside organizations (e.g., regulatory agencies, suppliers and contractors) to efficiently and effectively address CCR program issues.

Grid Modernization (PMO) - Sr. Planner / Scheduler

Assisted in the managerial administration of the $1.5B DOE matched Grid Mod program which deployed over 530,000 residential smart meters, 625,000 electric meters and 364,000 gas modules.  Developed detailed Primavera schedules for the program’s projects using input from functional areas and ensuring schedule met project/program objectives. Presented proposed changes and alternatives to management and coordinated inclusion of changes into the PMO program schedule and cost estimates.  Achieved program savings of approximately 3 million avoided customer outage minutes and eliminated more than 500,000 truck service calls.  Major equipment deployments included Distribution Automation (DA) and Advanced Metering Infrastructure (AMI) within a project portfolio (PPM) of 112 projects.

DSDR Carolinas/Smart Grid Program - Sr. Planner/Scheduler/Business Analyst

Developed and maintained the fully networked/ integrated P6 schedule consisting of over 75,000 activities tracking all component projects in the DSDR Carolinas Program including the plan, design, build, and execution of the Feeder Conditioning; Substation Modifications; and DMS Software Upgrade Projects.  Monitored and ensured the effective levelization of the task level schedule to ensure the safe and effective utilization of work week resources.  Coordinated the multi-disciplined regional teams to ensure holds or restrictions were eliminated prior to work entering the E-0 schedule. Reviewed, analyzed and reported proposed changes to the project plan and cost estimate.  

These projects consisted of the installation of over 10,000 distribution feeder devices, i.e. capacitor banks, voltage regulators, medium and low-voltage sensors and line reclosers.  This schedule tracked the Megawatt Optimization and Secondary Optimization work performed on over 315 transmission-to-distribution substations in North Carolina, all down to the executed work order level.  Successfully supported the system level demand reduction capability and the estimated incremental 235MW originally anticipated.

Rowan County Combined Cycle Plant - Lead Construction Planner/Scheduler/Cost Analyst

Developed and maintained the EPC schedule for the 2 on 1 Combined Cycle Rowan County Station for Progress Energy / Carolina Power and Light, Salisbury, NC; and other CC projects from 2001 through 2004.
